It is used by Narrator, the screen reader program built into the operating system. Microsoft Sam is the default text-to-speech male voice in Microsoft Windows 2000 and Windows XP. And don't blame me if you do something and you mess up your Windows 10 installation. They require editing the Windows registry, so if you are not comfortable doing that, don't even start. WARNING!!! Enabling these voices is not for the faint of heart. I'm especially curious about the two voices marked "Canada" as someone here on AVSim may have access to those folders in their Windows 10 installation. Other than those, the others might show up in non-US versions of Windows 10.
